I started WebDT.org  to port the linux operating system to the webdt tablet. A similar effort started with newer versions of windows like XPe and XP pro. Not many people around here keep Windows CE around for very long,

Your biggest limitation will be likely storage size. I did a quick search using

Windows CE 5.0 language support
