booting problem

hi
I want to install xpe on my webDT, but.... hm...
I create partition with pqmagic, format in fat16, set active flag
Write xpe build files
Execute bootprep.exe
Boot device and on screen is: L 99 99 99 99 99 and so on.
Hmm... Boot from usb with freedos. sys c: d: (d is webdt flash), reboot and the same effect: L 99 99 99 99...
Previously i have on it slax and everything was fine.
I've load bios default, no effect ;(
What I'm going wrong?
