Hows about a browser bases dos kiosk set up. It would be possible with the arachne browser which was recently updated. It looks like it can be used as a file manager as well. The question left would be if the pen mount browser available for dos is the right driver for the dt. I think many of the other drivers needed will be available so after that I'd look for an available  onscreen keyboard.

Of course If you thought about dos and decided against it due to its lack of a gui then there are a couple of guis to look at.
there are a few forseeable problems but maybe not. Dos and dos based systems are perfect for embedded devices.
Here are the guis I've seen thus far.

Freegem and opengem are old school and small. They aren't visually appealing but I think they beat vista in a bench marktest recorded on youtube. get opengem here. http://gem.shaneland.co.uk/

Ikongui is more visually striking but lacking in programming to an extent but it might be something to look at. http://www.ikongui.com/

There are a few outdated guis you can look at as well but the most serious dos gui thats being developed at the moment seems to be what the doscore guys are working on. With the rather slow development of of freedos they have also started there own custom kernel. A dos/unix hydrid I think. If you want to check it out http://www.doscore.net/.
