I would contact Dell for support on that one. Normally one flashes a BIOS with a usb thumbdrive that is loaded with bootable DOS. Dell should supply both the .rom file and a bios updating utility like bpupdate. Check their site to see what their recommended procedure is.

Okay you have GX series hardware. Apologies however the Debian 6 image will only work on LX series hardware. If you have the gx series your hard drive will recognize as /dev/hda if you have the lx series hardware set your hard drive will recognize /dev/sda. This difference may screw up your usb attempts. Awesome! Its based on ubuntu so the biggest limiting factor is not a concern. Penmount makes drivers for each release of ubuntu so you should have no problem there.
